President Dr Mohamed Muizzu has brought two seasoned administrators into his top inner circle, appointing former Sports Commissioner Mohamed Tholal and private sector executive Ahmed Habeeb to ministerial-rank roles at the President’s Office.
The strategic appointments position Tholal to steer high-level decisions on healthcare expansion as Principal Secretary to the President for Tertiary Health Services, while Habeeb takes charge of tracking government commitments as Principal Secretary to the President on Policy and Manifesto.
Tholal steps into his health portfolio after vacating the post of Sports Commissioner. A veteran public servant, his career spans leadership roles across several state bodies, having previously served as Deputy Minister at the Home Affairs Ministry, Technical Advisor at the Youth Ministry, and Assistant Director General at the Elections Commission. He also spent earlier years as a Senior Curriculum Developer in audio-visual production at the Education Technology Unit under the Education Development Centre.
Habeeb transitions to the administration from the corporate sector, where he most recently served as General Manager of Villa Air. His background bridges both state infrastructure oversight and aviation management, including a past stint as State Minister at the Ministry of Housing and Infrastructure alongside operations management roles at Villa Hakatha and Kaadedhdhoo Airport. He holds a Master of Science in Project Management from Curtin University, Australia.
