The Maldives Inland Revenue Authority (MIRA) has launched a centralized digital portal, the Maldives Guest Information System (MGIS), aimed at unifying tourist data reporting across state agencies and ending manual administrative workloads for tourist establishments.
Minister of Finance and Planning Hassan Zareer officially unveiled the platform at a ceremony alongside Commissioner General of Taxation Fathimath Ameeza and senior officials from the Ministry of Finance and MIRA.
Speaking at the launch, Minister Zareer highlighted the portal as a key operational step under President Dr. Mohamed Muizzu’s “Maldives 2.0” vision, which targets digital transformation and state automation.
“This system connects tourist data into a single network directly linked with state financial institutions,” Zareer said. “Tourism is the backbone of our economy, and this information is crucial for multiple government agencies. Centralizing it through a single portal provides huge relief to state bodies managing these records.”
The new system allows all entities registered for Green Tax to submit guest details digitally. According to MIRA, submitting information via MGIS automatically satisfies reporting requirements for the Ministry of Tourism. Furthermore, integrating MGIS with existing in-house property and guest management systems will eliminate manual data entry entirely.
MIRA confirmed that while the portal is now live, taxpayer onboarding will take place in two phased tiers:
- Mandatory reporting begins for resorts, hotels, and guesthouses with more than 50 beds.
1 November 2026 - Mandatory reporting begins for all other Green Tax-registered establishments.
1 January 2027
MIRA clarified that statutory deadlines for filing Green Tax returns and making payments remain unchanged. Taxpayers will continue submitting returns and processing payments through “MIRACONNECT.” However, reporting guest details via MGIS eliminates the need to upload separate information sheets with tax returns, as the system automatically populates the required data.
Authorities confirmed the system tracks visitor accommodation details from arrival through departure and will eventually integrate with Maldives Immigration’s “Imuga” platform.
The launch coincides with broader enforcement efforts by MIRA. All businesses paying Tourism Goods and Services Tax (TGST)—including resorts, guesthouses, and travel agencies—have been instructed to register foreign booking platforms and offshore agencies selling Maldivian resort rooms through MIRA’s submission portal in line with recent GST law amendments.
