This initiative aims to provide timely response, expedite justice, and offer comprehensive support to victims of sexual assault.
Joint Effort for a Crucial Cause:
The establishment of the ARCC is a collaborative effort between the ministries of health and law and justice, with crucial backing from the UK government, the United Nations Population Fund (UNFPA), and the Legal Aid Society. This collaboration underscores the collective commitment to tackling gender-based violence in Pakistan.
Addressing Urgent Needs:
The ARCC comes into being as part of the implementation of the Anti-Rape (Investigation and Trial) Act, 2021. This act mandates the creation of such cells across districts to ensure survivors have swift access to essential services within six hours, including:
- Registering First Information Reports (FIRs)
- Collecting medico-legal evidence
- Undergoing medical examinations
Focus on Healing and Justice:
Recognizing the immense physical and emotional trauma endured by survivors, the ARCC prioritizes confidentiality, quick medico-legal services, and psychosocial support. This holistic approach aims to empower survivors to seek justice and find hope.
Expansion Plans and Further Actions:
While acknowledging the ARCC’s vital role, officials emphasized the need for further measures. Suggestions included:
- Establishing a 24/7 helpline or app for easier access, particularly considering the stigma surrounding sexual violence.
- Implementing self-defense training for girls in schools.
- Expanding ARCCs across Pakistan to ensure nationwide coverage and timely assistance.
Grim Statistics Highlight Urgency:
The need for such initiatives is underlined by the sobering statistics on sexual violence in Pakistan. According to reports:
- An average of 12 children were subjected to sexual abuse daily in Pakistan from January to June 2023.
- In 2023, over 2,200 individuals experienced abuse, with girls constituting more than half the victims.
- Around 63,000 cases of gender-based violence were reported in the past three years, with domestic violence and domestic rape forming a significant portion.
The Islamabad ARCC marks a positive step towards addressing sexual violence in Pakistan. However, sustained efforts, increased awareness, and a comprehensive approach remain crucial to effectively combat this heinous crime and ensure justice for all survivors.
