Government Opens Bidding for Rasmale’ Mega-Housing Master Plan

MALÉ, – The Ministry of Housing, Land, and Urban Development has officially opened a public tender inviting eligible parties to submit proposals for consultancy services to formulate the comprehensive master plan for Rasmale’, the administration’s flagship mega-housing and reclamation project.

According to the ministry’s announcement, there will be no pre-bid meeting. Prospective bidders seeking clarifications or additional information must submit their queries via email to procurement@infrastructure.gov.mv before 2:00 PM next Sunday (July 5, 2026).

Project Background & Progress

The master plan tender follows a separate invitation issued in December last year for a specialized transportation master plan for the upcoming city. Rasmale’ represents the primary structural solution by the current administration to tackle the long-standing housing crisis in the Greater Malé region.

  • Total Scope: The megaproject outlines the reclamation of 1,150 hectares of land.
  • Current Progress: Data from the Housing Development Corporation (HDC) reveals that 43% of the total reclamation work is already complete.
  • Target Output: Under the government’s “Housing for All” policy, the first phase of the development is slated to allocate 15,000 land plots to eligible beneficiaries.

All proposals must strictly conform to the official Terms of Reference (ToR) attached to the ministry’s gazetted announcement. Failing to maintain the required bid security or minimum account balances will lead to immediate disqualification.
