Helicopter Service Agreement to Be Finalized Next Month to Enhance Medevacs and Tourism

MALÉ — The government is slated to sign an official agreement next month to introduce commercial helicopter services in the Maldives, aiming to bridge critical gaps in round-the-clock transport, emergency medical evacuations, and search-and-rescue operations.

Minister of Tourism and Civil Aviation Mohamed Ameen announced the milestone during a special interview with PSM News, noting that evaluation of submitted proposals has concluded and final contract negotiations are underway.

The initiative seeks to modernize the nation’s transport model by overcoming the operational limitations of seaplanes, which are currently restricted to daytime flying. “We need to ensure tourist transfers can be carried out seamlessly day and night, rain or shine,” Minister Ameen said, explaining the impetus behind the second Request for Proposals (RFP) process.

Once the agreement is finalized next August, the selected operator will undergo the process of securing an Air Operator’s Certificate (AOC) in compliance with Maldives Civil Aviation Regulations. The government has set a firm target to officially launch helicopter operations no later than November 1, 2027.

Selected operators will be granted permits for a maximum duration of 10 years, adhering strictly to national and international aviation safety standards. While tourist transfers will operate on a commercial basis, the service is designed to function as a vital public utility:

  • Medical Evacuations: For the first three years of operation, the provider must furnish 50 hours of free medical evacuation services per month during health emergencies.

  • Search and Rescue: Government compensation will apply specifically to search-and-rescue operations conducted by the provider.
